I have an RCA HDTV, model R52WH74, that when you turn it on the power button lights up green and you can hear what sounds like a strobe charging up (2 seconds), stops makes the same noise again and on the third attempt shuts completely off again. This series repeats each time the power button is pushed.

My rca hdtv r52wh74 the green light comes on and off 3 times and nothing else no picture or sound just goes off

Thats a deflection issue. You can get the ITC222A deflection board Bar code PSB-260 from www.tvrepairworld.com which will usually fix the 3 blink error on that model

When I push the power button on my RCA HDTV R52WH74, the green light turns on for about 5 seconds and then off. NO sound and no picture.

Sounds like the bulb went out.
Go to http://www.purelandsupply.com/RCA-Projection-TV-Lamp.html and order a new bulb for under $200.
They are easy to intall; a screwdriver and 10 minutes.
