Rtl100.bpl is a core operating system file used by your computer to properly run the Windows environment. This means that your computer will exhibit random errors and other strange behavior where the file is missing or otherwise corrupted. Insert the Windows installation CD into your computer
Restart the machine and click any key as the PC is loading to boot from CD.
Press "Enter" and "F8" to move through the main screen and licensing agreement.
Highlight the letter of the drive upon which your installation of Windows exists (typically the C drive) and press "R" to repair the drive.
Restart your computer when the repair is complete.
