If the freezer is working great and you don't have frost build up on your coils (this would be a defrost problem) and your fan is running in the freezer, then first check your control settings.
put both your freezer and refrigerator controls in the middle position. your refrigerator gets its cold air from the freezer. the freezer control is actually the thermostat control. this controls the compressor. the refrigerator control is basically an air damper that allows more or less air in from the freezer.
by placing both controls on 9, you may think that you are turning both controls wide open when you are actually making the compressor run longer yet the air damper is keeping that cold air mostly in the freezer.
allow 24 hours for stabilization
