It depends, Toro made 2 cycle and 4 cycle Mowers......Look and see if there is a oil dipstick,If so it is a 4cycle , If no dipstick or plug at crankcase to check oil then it's a 2 cycle
You overfilled the oil. If the mower runs, just go ahead and mow grass until it runs the oil out of the gas tank. Or you can empty the gas tank and fill with new gas. White smoke is not a serious problem. Only a hassle.
did you burn all the gas out at the end of year last year if not bad gas will leave deposits in the carburator.here is a simple sugestion drain any gas out of it thats in it .put fresh gas in it and 2 table spoons of marvel mystery oil in gas tank you can get it at any auto parts store crank it untill you are sure fresh gas oil mixture is in intake wait an hour and let the fresh gas\oil mix do the work.pull plug dip it in fresh gas put plug back in and try to start it this often works if it dont you could have leaves .dirt .rust .or debris on surface of flywheel ,or a bad sheer pin on flywheel the sheer pin is whar times the engine on most small engines good luck i hope these sugestions help
