If it never goes forward after the Windows Boot Screen, then the problem must be with the software or drivers problem, Hard disk, Cpu Overheating, Ram failure or with the Windows Installed on your computer. To verify that the Adapter isn't the cause, please boot from the Battery, after the adapter is unplugged.
Your first solution would be cleaning the whole system system and check the components one by one. Remove the Hard disk, clean the interfaces/connectors and again reinstall it, do the same with the Ram (you can use cotton/soft brush dipped in Alcohol or spirit or acetone as cleaning material). Clean the cpu fan, blow away the dust and make sure there's no clogged dust on the Heat sink.
After you are done with the above steps, try boot into Safe Mode, if it's successful, then again try normal boot. If the problem persists, uninstall recently installed drivers or updates or softwares, run a system restore from the Safe mode and revert it to the previous state when it was working fine. Even if this doesn't fix your problem, you can narrow down the root of the cause, but there is chance that it could work for you.
Your last option is with the hard disk, try to boot from cd after inserting the Windows Cd (any windows xp or vista or win 7) and if you get positive effect, repair the windows with the cd that you had used during the installation of the current installed Operating System.
In case you don't get any positive results, then I would suggest you to call a Technician (Computer hardware engineer) or look for a service center.

No. If it would have been the adapter it wouldn't have started at all. Your Windows is corrupted and you must reinstall to fix it. Use a Linux Live-CD to recover your files before that.
