Remove the battery, sim card, and any memory/sd cards... reinstall the battery, and refer to the manual for a "Hard Reset" (restoring the phone to factory condition...You will lose any data not backed up if you perform a hard reset)..
If neither of those work, return it to Verizon for a replacement.
Software related issue - If this is your case you're lucky! Just perform a hard reset and a restore by following the directions below.
Do a hard reset by holding down home and power buttons together until screen goes black. While holding down home plug the iPhone into your computer. iTunes should now prompt you to perform a restore.
2. Bad LCD - This would require warranty repair/replacement from Apple. If you're not covered you can google iPhone repair for a repair shop. If you want to do it yourself buy your parts on eBay. Not too hard of a repair if you are handy with electronics.
3. Bad Logic Board = Again if this were the issue you would have to use Apple repair under warranty or a 3rd party repair shop. You won't be able to figure out if it's a Bad LCD or Bad Logic board without swapping the LCD for a good one first.

If formatting your phone doesnt help there are three possible problems in order of priority (1) your screen is gone and needs replaced (2) your ribbon cable is gone and needs replaced (3) phone needs flashed, I have repaired the first two above on many samsungs with this fault! Not an easy job! Hope this helps.
The iphone screen is divided in half and has a connection for each. Have you had the phone apart recently? if so you may have a loose connection on the LCD If not you LCD could have just gone bad. Is your phone under warranty? If you have Apple Care, call the local apple store and take the phone to them. They will probably give you a replacement under warranty. If it is not under warranty, find a local cell phone tech and have the LCD replaced or replace it yourself. The 3G is fairly easy to work on if your really really careful getting the Front Glass off.
