What do you mean wheel side out? It should look just like the picture, the nut side of the disc threads on first. Depending on what disc you want to put on you may need a spacer that goes on first and then a threaded washer on the outside.

I want to use flap disc's on my grinder with out the threaded portion attached. What do I have to do to install them on the grinder.

flap discs can be used on a grinder the same as grinding disc and cut off wheels . You may need a centre adaptor as some flap discs are larger in the centre hole

I have a dewalt 28402 grinder. I have replaced the pinion but I don't know how to get the helical gear out of the case to replace it. Any thoughts? Thanks Chris

You can buy the pinion gear as a seperate part but not the ring gear. Dewalt only sells the ring gear as a part of the gear case assembly, PN 623586-00.

How do i change wheels

There usually is a locking pin that stops the wheel from turning. MAKE SURE YOU HAVE THIS UNIT UNPLUGGED!!! Press this button in while slowly rotating the wheel, once it engages the wheel will lock. With your wrench you can now take off the blade. It may have a left handed thread so going clockwise will loosen it.
