I have a rinnai gas heater and it has 2 broken burners and im tryiny to find new burners

It is a Gas Appliance and needs repair by a qualified gas registered technician. It is a generic code for 'no flame'.

While I'm not an expert on Rinnai, The first two things I would check are:
1) Turn up the gas mixture if there is an adjustment.
2) Clean the burner. A part could be dirty and inhibiting enough gas coming in.

Gas control valve is different, burner is different, burner and gas valve must match, threads are regular instead of reverse, dip switches probably have to be changed since combustion of NG is not as hot. Maybe different sensors. Pressures are lower with NG.

sounds like the injector hole is too largefor that burner have you had it converted reciently
lpg injectors are only half the size hole of natural gas injector, could have a blockage in the injector diverting the gas flow

not a problem. however, if you want to shrink it down... it's hard to say just what your gas valve is like. There should be 2 spots on it for adjustments, the larger slot (should be covered by a brass plug) adjusts the main burner output, the smaller adjusts pilot output. crank it down and watch the pilot shrink, but in this situation bigger is better. the pilot creates an electrical signal that opens the gas valve, you don't want that signal to be too weak.
It would be wise to clean the pilot supply, to have a cleaner flame. pressurized air does well with out having to remove it.
