Polaroid TV screen will not always come on.

Are you talking monitor rather than tv? I have an LG 22 inch monitor and the on off button is on the bottom, If I don't hit it right or just tap it, it won't turn off but flashes. Where do you have it plugged in? Is it with some other electronics, or right to the wall outlet? I'm really at a loss as to what your problem really is. Are you using the remote? One quick fix might be the battery's in the remote. If they don't have enough power, short or no signal will be sent to tv or not being able to decipher it.

How to fix blue screen problem on polaroid tla01511c

If you do have only "blue screen" on your set, it could be caused by 2 separate issues: 1. if your TV glows blue, without "polaroid" logo at the start up, problem is t-con board(display controller).
2. if TV start up normally, with "polaroid" logo, then stays bright and blue, the issue is: multiple electrolytic capacitors failure throughout the signal board(s). Those might look "bloated" and normal, as well. Easy to find and replace "bloated", but to find other bad capacitors, you need to have a technical skills and in-circuit capacitor checker(ESR meter). Plus, good soldering equipment.
definitely, not a "diy" project. You may replace the board, where you find "bloated" capacitors, first and observe the change. It might take care. Usually, "blue screen" means: no signal from tuner. In case of separate tuner sub module, that the place to start.
Good luck,
