Try lubricating the fan motor wth w-40 or somthing you can spray in. Then give assistance when first starting it. IF it cranks, and it should, let it run awhile as it warm the oil in the pads, are presses out dust from oiless bearing..it will get back to normal.

just because you brought it 4 years ago does not mean it is four years old thats when you first used it the machine itself could be 6-7 years old
anyhoo
it sounds to me that when you stored your tool up last time may be for the winter
there was still fuel left in the carburetor
what happens is any fuel left in the carb will expand in cold weather and when it expands it stretches the diaphragm inside the carburetor
hence as soon as you touch the throttle it will probably flood the engine making it hard to start
i will need the full information on the make model engine size
You should probably take the machine for service. Even if it was in working condition when it was stored, the oil dries out and causes the parts to seize.
sometimes storing an AC for long periods of time will allow the coolant that it uses to seep out, leaving you with an AC that seems to work, but won'tr cool any air. If you have a user's manual (or can find one) check to see what type of coolant it uses (if it's freon or something else) and if you can refill it. If you can refill the coolant, that should resolve your problem ... if not, you might be able to take it to a repair shop and have them do it for you. Good luck!
in ur ac htr system ur mode doors are also contrlled by vacuum switchin and being stored in a small vacuum ball or a small storage place like a small tank. u should have two vacuum hoses to this tank, its very possible tank is leaking vacuum. bcause if u had no vacuum like a broken line,u wouldnt have any flo thru ur vents at all. this tank should b under the hood. good luck
Sounds like a problem with the fan. There maybe something caught in it. If you had it stored is an outdoor environment then some wildlife (rodents) may have nested in it. You need to remove the cover and do a visual inspection. If nothing is caught in the fan then try turning it by hand and see if it spins freely. Some units have just 1 motor that turns the evaporator and condenser fan blades; others have 2 seperate fan motors.
There's a possibility that the AC vents are jammed. Try to expose the system behind the dashboard and if nothing else works try to loose them by hand. Then lubricate the moving parts and also your mate could enjoy the cool.
Automotive AC is a complex thing to resolve. I have rebuilt many and have seen what it takes to make them work correctly. Now send me make, model, year and engine type and from there I can help you solve your problem. Thanks, Sea Breeze
