I think that you may be on the half wash setting, check to see if the light labeled as number 4 is on while washing, if it is, then you need to simple turn off this option. Let me know if it isn't.

It could be the water pump then, as long as it isn't clogged which is highly unlikely.
The first thing I would try is to reset by shutting it off from the circuit breaker and then we can go from there.
Well, do you know where the main circuit breaker is in the house?
If so, then you should be able to shut off the power to that section of the house and hopefully reset the dishwasher and get the pump working again. If it still doesn't work, then the pump will have to be replaced.
well, leaving the power off for a little while should reset it, if it still doesn't work, like I said, then you will probably need a new pump for the lower arm.
Other things I would check first are if somehow it may be on that half load setting, I would try turning on that setting and then turning it back off and see if it works in the setting or again off the setting. Also, maybe if you disassemble the dishwasher a little and see if anything looks back that runs to the bottom arm, then you can make sure that it is the pump and not something else but because it isn't leaking, I would think it is the pump or possibly a valve if it has one between the pump and the arm.

Here are few tips i can give you if these doesn't help then he only solution is to get it repaired.
When you check to see if they are moving,they stop,so check the positioning of the arms when you open,each time.
Check the spray arms for blockage again and make sure the end holes are clear. The end holes are used to propel the arms.
When it's washing you should hear the water hitting the top and sides
of the machine and there will be a noticable "swishing" sound.
Tip of arm should have clear holes as this
provides main rotation force, debri can block entire end internally
while appearing clear at the hole.
Blocked filter will reduce water pressure at nozzle and of course
always rotate arm manually before running to ensure non of the load is
obstructing.

I Have Fixed this problem. Remove the dishwasher take off the side panels and unscrew the bottom panel. Tip it on its back and remove bottom panel. There you will see the pump. On the top of the pump is a sensor with 2 white and 1 orange wires going to it. it is attached by 4 screws. Remove screws (bit fiddly) and beneath that there is a white plastic valve/flap. Remove the valve/flap and supports and replace the sensor. The water will now flow through both upper and lower channels. this does however disable the half cycle feature. But I never used it anyway..

Many thanks. No, the light for half washing is not on.
I've removed both spray arms to check the movement of water: water is coming through the hole which supplies the top spray arm with great force; however, the bottom hole is completely inactive.
Incidentally, both spray arms are clean.
