Afraid not, you will need a new cell phone. Salt water is conductive and some or most of the active electronics componentsin the cell phone would have shorted out, especially if the cell phone was switched on at the time. It is beyond repair.
If the cell phone is insured, then you might be able to make an insurance claim.
