You can also use foam and contact cement. As long as it can return to center and can freely move you can use anything.
If it is too heavy for eample it won't want to center and the chair could not want to stop or exhibit wierd controls. So lead and concrete probably aren't what you want to use. ;-]
I did one and used an old pc joystick handle with a thin layer of foam. Got it from a thrift shop for $1. The handle was great as it had a rest so it was more comfortable to use. That was for my dad and he had trouble grabbing the thin pencil like stick that was stock. I don't know how your moms hand rests on the stick but if you pay attention to that and then give her a nice handle to grip you can really improve it and make life easier for her.
