I had the exact same issue with one of these printers. 83C00020 on the display with a blue background. printer will not power off.
Try this - Press and hold the OK button then press the power button to reset the printer .
I did this and it powerd on ok and is now working fine.
1)Remove the print cartridges.
2)Unplug the printer from the PC and mains electric.
3/Re-connect the printer to the mains electric. The blue screen will appear with the error code 83c00020.
4)Hold down the printer power button and then press/hold red eye removal button.
5)The printer should reflash itself reboot.
If step 4 fails to work try the following:-
1)On the All-In-One press and hold Print Photos and Red Eye Removal.
2" The screen displays Enter Special Key Combo.
3) Press in the following sequence Red Eye Removal, then Print Photos, again Red Eye Removal.
4) The screen displays Support.
5) Use Right Arrow Key till Reset Menu is displayed on the screen.
6) Press OK.
7) Use Right Arrow Key again till Semi Full Reset is displayed on screen.
8) Press OK.
9) This will reset the unit. Follow the instructions on display and reinsert the cartridges when prompted.
PLEASE POST UPDATE ON THIS THREAD IF IT DOES/DOES NOT WORK.

We have a red screen on the printer display with a rectangle full of diagonal lines and below that it says "83C00020." We've tried to power it off, but it won't shut down. We've tried to unplug it, and it immediately turns back on with this screen showing. Any help?
I have an error 83C00020 on my HP 3210 Photosmart All-in-one Printer. It has a clock in the upper part of the screen. The little camera icon is also flashing. I cannot turn my printer off. If I disconnect the power and plug back in, it shows the same error.
Anybody have an idea what I can do?
