All things considered, I would use a different usb cable to attach the device to your laptop and try updating chip set drivers. The north bridge controls usb hub as well as video.
EverestHome is a software I use to ID the north and south bridge chip sets, the cpu, board, bios etc.
If the external is not detected on other machines then it could be a problem with the external drive chips or connectors.

1. The laptop has USB 2.0
2. It does not show up as unknown device in the device manager.
3. There is no yellow exclamation point or question mark in device manager.
4. The hard drive is not new, all my photos were stored on it and I was able to access them a few weeks ago and now it is as if they have disappeared.
There is power to the hard drive but it is not recognised by the laptop.
Does the laptop have USB 2.0?
Does it show as unknown device in the device manager?
In device manager is there a yellow exclamation point or question mark?
Is the hard drive new (RAW) or has it been formatted and have the backup software on it?
