Hi kausik, that green led you see on the motherboard is just letting you know there is power to the board. (This is normal).
You'r CPU fan jerking & stopping is a bad thing & has nothing to do with standby mode. Your CPU fan needs to be replaced.
There are a bunch of Asus 945 boards, just click the link to see.
If you are able to remove the fan from the heatsink than you may be able to buy a fan from here.
Most people replace both heat sink & fan.
