Question about JVC TD-W254 Single Cassette Deck
This sounds like an recording pre-amp problem. Anything common to both channels problem faults are always connected with a device that has both channels going in and out of it. In this case I suspect a recording pre-amp IC.

Try different tapes, if the audio is low from all tapes you
