You have either installed a faulty driver or unsuitble update or your Hard Drive,CD Rom or some other Hardware has failed, try starting in Safe Mode by pressing the F8 key several times right after starting your computer if you get in select the "last good known configurations" or "safe mode" itself and undo changes made before this happend. If all fails try to do a system restore from the safe mode entry.

The memory dump is to protect the machine, and to tell you what it was doing before it shut down (to protect itself)

You have just exeperienced what is affectionately know in the technical world as the BSOD (blue screen of death)

This can be caused by a number of reasons...incompatible hardware, incompatible software, bad drivers, ...try to remember what the last upgrade you did was, and undo it. You can try doing a system restore (if you have windows) It will be a trial and error until you figure out what is causing it...but really it's a good thing...it is shutting down your system to protect it.

There is so much good stuff on the web on troubleshooting this already if you google "troubleshoot bsod, or troubleshoot blue screen of deat" you will get a lot of good stuff and I don't want to duplicate or take credit for someone else's info. But to start you off, here's a video. http://www.zdnet.com/blog/btl/tr-dojo-troubleshoot-windows-blue-screen-of-death-bsod-with-windbg/33558

Windows files are probably corrupted. Do a clean install of the operating system or bring it to a technician to do it for you.

Registry file failure

Do a clean installation from CD rather than simply doing a system restore. There's less chance for something to go wrong with a clean installation. The Stop: c0000218 (registry file failure) error is typically associated with one of several things, depending on how far through the recovery process you made it before encountering the error.

Will not boot up past the message I describe below

You might reload your Operating System to correct this. Insert your Recovery disk into your drive, choose DVD as Boot Option, recover your OS.

Dump of Physical Memory

Put the Dell CD in the drive bay. Turn on the computer and start pressing <F12> key. It should say "Preparing one-tome boot" When the screen shows a selection menu for the boot device, use the arrow keys to select the CD and press <Enter> key. That should run the Dell CD. Follow the onscreen prompts to run diagnostics checks
