Restore your toshiba to an early point , mat\y be your computer is running short on memory . install only useful updates , all others are unnecessary , only defender updates are important.

You can try to force a shutdown, then reboot the machine and go into safe mode. If it boots in safe mode, let it stabilize for a few then reboot normally, If it acts up on you, try to run system restore and back the computer up a few days before the updates occured.

tell the helper how you did a restore.
we can not guess what you did. and there are many restore paths and objects. to restore. or upgrade or update.
no PC stated at all, it has and HP model clearly stated in the service tag.
no OS stated , Linux, Freedos , O/S2,windows 2000 ,XP, Vista
w7/8/10> what? can list 100 more, but wont.

sounds (gee my guessing is like child using that word)
sounds like HP BSOD's blue screen errors? "recovery screens

funny i cant hear sounds... or read your tag nor see your screens.

am I to guess, you opened the HP service guide and it told you to press F11 at power on (hammer it tap tap ) bam , HP recover feature mode?
cant use the phone or its disconnect or not in USA.
why not start here, step one, off the HP web site.,we are NOT HP./

real HP help.
https://h30434.www3.hp.com/

HP will ask you at LEAST the red arrow model
that is first.

tests ?
read your service guide yet
do the BIOS ram test yet
do the BIOS HDD test yet.
are the fans working , lint free and all vents free to flow air.

for sure NO TAG, NO JOY? ever. all we know is PC.
they made these from 1984 to now. so 1000s of models made

Boot into the ThinkVantage Recovery partition during startup by pressing the blue ThinkVantage button on the keyboard. See whether the TrackPoint and trackpad work consistently in there. If you don't have the recovery partition, test the problem in this: http://support.lenovo.com/en_US/downloads/detail.page?LegacyDocID=MIGR-6291 Use ThinkVantage System Update to download all the latest drivers, firmware, and updates.

The pc starts and loads. Then the blue windows xp screen comes up and it wont do anything else exept let me move my mouse pointer around the screen

Restart your computer and then press and hold F8 keys until you get Advanced Options menu screen.Use the arrow key to highlight Safe Mode, and then press Enter, your computer will boot automatically to safe mode.
If you able to start in the safe mode then you need to update all your drivers and install all windows updates from Windows update and scan your computer for viruses! And I also suggest you to run CMD as administrator and write in CMD without quotes"sfc/scannow"
this will fix blue screen error.
If problem still exists, then get the reliable program like PC Fresher to fix your annoying blue screen problem.

My laptop has come up with a blue error screen and will not let me in. The screen says "A problem has been detected and windows has been shut down to prevent damage to your computer.... Technical...

Don't give up try booting into SAFE MODE press F8 at bootup and choose safe mode, with networking. Then at least you can troubleshoot what is wrong, it is often a bad Video driver. It may require reinstalling or updating, or some other driver that is giving you this BSOD.
