Just bought a brand new packard bell imedia j2412 pc and have set everythin up correct but there is an internal beep that beeps for 10 seconds the pauses then beeps again. Help :)

It is the video graphics card, or the motherboard, but you can sub out the ram memory one at a time as you test. It might be a bad stick of ram which would rule out the above mentioned
i'd say your not passing the post test....if you hear a beep when you start your pc it should boot to windows screen if you dont hear beep you could have a loose cpu fan open up pc and make sure the fan is secure if not try tightening it can be tricky either that or it could be your power supply i wouldnt attempt fixing that if not sure what your doing..or try turning off your pc plug it out disconnect all periphals and press in the on button and hold for 2 minutes then try and boot
Find out what's making the noise first. It's either your fan or your hard drive. Check to make sure the noise your're hearing isn't your fan cutting into one of your wiring harnesses. That could be why you have the video problems. If it's your hard drive making the noise, that means it's on it's way out and you should immediately back up your files on disk and replace the drive before you lose everything.
