Use the input button on your remote control... as you press input you should see VID 1, VID2, COMP 1, FRNT and then DVI... When you get to DVI you should see your picture..

It aint your tv,, if it was it would have been on all chanels,,, My thoughts would be to call the cable company....
dont bother to fiddle with your tv...
if it was your tv it would have been constant and on all channels.. not just 3 - 4

First for the Toshiba could the SAP (Second Audio Progam) be turned on this will somtimes cause the audio to drop. And are you using the onboard tuner or does this set conect to a cable box?
Then for the Panasonic the most common problem for your fault would be the convergance curcuits are shorted and need replacment, or some other componet may be loading down the set and forcing it in to shut down, Tv's will do this to prevent further damage
