the TV being in Ukraine shouldn't reduce the performance or function of the TV. If the TV was working perfectly before it was sent there, then it should work there. Maybe your relative does not know how to operate the TV.
Tell your relative to study the manual for the TV closely, before he/she starts using it.
If your relate is using a local antenna, and its not clear, there won't be sound, and the picture will be black and white. Let the local antenna be adjusted and once there is good reception/signal, the TV will be clean with colors and there will be sound.
To prove that there is nothing wrong with the TV, let it be connect to a DVD player and you will see that it will work perfectly.
