Below the touch pad is an on/off button/switch.... try that...
then, if that doesn't work, restart the computer, try again....
or... if all else fails...
Plug in a usb mouse, navigate to
>Hardware & Sound Devices
>Mouse/pointer devices... check to see that the touchpad is enabled.
