First, you will need to check the fuel lines for cracks/breaks.
You will need to disassemble the carburetor and spray with carb.cleaner. Make sure the small screen in the carb. is free of debris. Use a Den Tek Brush, (http://www.drugstore.com/products/prod.asp?pid=165357&catid=1152), to clean the small portals in carb. These portals can become blocked. Reassemble and start.
(NOTE: If the carburetor parts are more than four years old, and depending on the use, you will need a new carb. kit if the cleaning doesn't work.)

have you checked the muffler for restriction and ex port for blockage
have you checked fuel filter is ok and the fuel lines are ok
is the spark ok and the timming good as in the flywheellkey ?
quick test pour some 2 stroke mix through plug hole , fit plug, if fires assume compression and spark are good , the pour some 2 stroke mix into carb throat via air intake ( with filter off )
if it fires again can be pretty sure you are dealing with a carby issue or intake problem
with the latter this could mean a air leak from ie carb joint , cracked manifold block, barrell gasket , c/case joint , crank seals only way to find this out is tp pressure and vacuum test c/case with 7-8 psi of pressure and about 20 -25 inch in vaccuum
if so then i would suspect a possible air leak @ carb manifold block ( check its not cracked )or maybe the barrell gasket is leaking check the bolts are tight
then pull off the carb and check the diaphrams are soft and pliable and are not damaged
chck the fuel inlet screen it maybe not letting fuel mix through

Check gasket between carburator and cilinder, if ok set newly idle settings on carburator. if its ok but not helping. Maybe cranksaft sealing faulty.
