I think that all you have to do is put a new 80/12 needle in,that is what they set the timing with, and clean your machine thoroughly, take out your bobbin and brush the area. I do not think that it is your timing from turning your wheel the wrong way,

I just received information on setting the timing on a singer machine, let me know if my other suggestions did not work and I will post what I have learned from a retired sewing machine repairman.

Is there any way you can post that information? My singer 3116's timing seems to be off as well and I would like to fix it.
    Thanks!

You may try advancing the hand wheel by hand and see if that will bring the feed dogs back up.

I can't get the large knob on the right side to turn counter clockwise

Could you please clarify? Do you mean the hand wheel? The top one? If it won't turn you likely have a bunch up in the bobbin area.

Just for your reference here is a copy of your user manual

When I try to hand turn the hand wheel it turns about half way around then gets hard to turn.

Are you turning it towards you or away? If, you are turning it away from you, you will mess up your timing, so never do that. Always turn it towards you.

Simple 3116 - Hand wheel will not turn even with the entire bobbin mechanism removed - power on or off. presser foot is down. Help!

What way are you trying to turn it? Always turn toward you never away from you. Did you pick a stitch pattern? Did you read your manual and watch the dvd? If all else fails call Singer at 1-800-4singer

Hand Wheel Won't Turn

The "Bobbin stopper" is in the incorrect position. It moves from side to side in a switch like motion. In one direction, it locks up the machine. That is, you can turn the wheele backwards, but not forward.. The bobbin stopper can be found in the book that cam with the machine. In our book, it is item #9.

Singer 600 touch and sew

Hold the tail of the needle thread loosely.
Turn the hand wheel toward you (counter clockwise) and lowerthe needle into the hole in the plate.
Turn the hand wheel until the needle rises back up to it's highest position.
Gen
You will see a loop of thread wrapped around the upper thread.
Open the loop and find the free end of the bobbin thread.
Voila!
Now you can sew.
