If there is some other admin user on this computer you can ask him/her to login the change the password fro you. if not Windows is serious about security and that is fool proof you need to reinstall OS.

Thats a system password that you have and its a security issue. Only way to remove it is to call Dell and prove your the owner of the laptop and they can help you remove the password. Just keep in mine that the Hard drive might have a password on it as well and if that does and you don't know that password then you can't remove the password on that, Dell wouldn't even be able to remove it so thaht would mean putting a new hard drive into the system as well.

If you happen to forgot windows login password, you could enter safe mode (F8 when booting up) to retrieve windows password while you forgot user account password, but when you forgot administrator password, there's no way to change it, you need to use software program to recover administrator password. Last week, I forgot my Windows administrator password. Finally, I successfully recover the Windows password by using Windows Password Seeker.
