A quick workaround is to right click on the icons and select "Run as Administrator" to run the program.
If you still can't open any programs then you may not have admin rights on the computer and your account will be limited.
If your PC has full admin rights then there is a possibility that you have a virus on the system.
Run a virus scan on the computer if you can and see what that brings up.
If there are no viruses then please post the operating system type on here. For example XP, Vista or Win 7.
