If the nut on the top of the fork is tight then loosen it and take the handle bar out and see if the part is on the bottom of it. This part is pulled up as you tighten the nut and thus tightening the handle bar to the fork. The part could have fallen down into the fork.

Tighten the 7/16 inch bolt that goes down into the neck where the front wheel attaches to the frame.

Why would you not go back to the bike shop? Talk to the service manager or owner if necessary. They need to either fix it or refund your money.

I'm unable to install the handles bars. It seems the long screw will not reach. Am I missing something?

If you actually mean the handlebar stem (inserted into the fork column) then you may be missing the expander plug at the bottom of the stem. This this link for pictures and an explanation of how the stem tightens. Hands Up Or Down Adjusting Handlebar Stem Height on Your Bicycle It is possible that the expander is inside the fork column and can be removed by turning the bike upside down, pushing it out from the bottom or some other more creative methods. If the expander is nowhere to be found a bike shop or bike co-op can help.

Twisted forks

Hi, Anonymous turn the handlebars all the way to the fork lock in the opposite direction the crooked wheel is pointing then kick the front off the wheel moderately until the bars line up with the wheel, for more information about your question and valuable "FREE" downloads that you will need please click on the links below. Hi, Not a novice in the assembly dept., but the Schwinn easy steer trike is a KILLER! Should I use the excuse that this is the 4th assembly I've done today? #!. Do the smooth-top screws hold the seat...

Take a little trip to www.schwinn.com They have instruction manuals, videos and most importantly a customer service line with someone that can walk you through their specific product.

It should not be that difficult for someone who is not a novice to put the trikes together, something is definitely wrong. Double check on the schwinn site that you have the correct assembly manual and parts list. You still have time, don't panic yet.
