The "TMGR" is a Windows Operating System component file.
This error might occur if the TMGR file is corrupted or missing.
However, as this is a Operating System Component file, you may resolve the issue by performing the below steps.
First, you may try performing the SFC Scan.
Performing the SFC Scan will automatically fix any damaged files or any errors in the Registry.
Steps to initiate the SFC Scan:
1) Open the RUN command window.
2) In the RUN command window, type "cmd" and press Enter.
3) In the Command prompt, type cd
4) Then. type cd Windows and press Enter.
5) Then type sfc /scannow and press Enter.
6) This will start the SFC Scan process.
The Computer might also ask for the Windows Operating System Disc.
Peforming the SFC Scan should resolve the issue with the TMGR file.
If the issue still persists, initiate the Disc checking process.

Sounds like the MSN8 disk may have a corrupt file, or it didn't download properly. If you have not removed the MSN disk from your drive yet do so then try to start pc again. If you have removed it but will not boot look for a boot disk for you Acer not recovery disk this will wipe out all your programs, pics, and music. If you do not have a boot disk you might have to run the recovery this reintalls manufacture installed settings, like buying a new PC. Your PC should ether have a recovery disk or a recovery function. To run the recovery function, start PC at the intro screen tap "Alt and F10" together some PCs offer recovery or restore at this point if it does chose restore to save all your installed programs, music, and pics.
