Question about Bissell 8910 ProHeat Clear View Upright Vacuum
Could have a bad pump, also there are solenoids, one of these could be bad.

Solenoid controls the lower sprayers if the upolstry tool don't work eithe I say its the pump not sure tho

Tips for a great answer:
Try suctioning clean water from a sink or bucket with the attachment removed from the hose. If the attachment is clogged, soak in hot tap water for 30 minutes and clean the end with an old toothbrush.
