I would suggest you to re-install netframework(Version 2.0/3.0/3.5or even 4.0) whichever your sustem supports. Along with that I recommed you to re-install (install) Internet Explorer (7.0/8.0). Again the sound issue in normal case is not associated with th above but in certain rare cases file associations might get tampered and resultting issue could well be a lot of things. Keep in touch.
