Check your oil level in mower. probably too much.

I was having the exact same issue, and draining some oil worked, but it wont immediately stop smoking, you have to burn off the oil thats left in the muffler.
I drained all the oil, then gradually added some, ran it for a few minutes, then stopped, checked it, added a bit more..
I know nothing about small engines, and found the mower in the trash, so this helped me tremendously. I now have a sweet mower that starts in one pull, and purrs like a kitten!
