In my case, the contact points of the thermostat were corroded and sticking. Using a emery board (nail file) placed between the points, I polished them up. Now all works like new. Remember, work with oven unplugged.

Please remove and check if there is any short in the wiring to the thermostat. It is important to replace with the same type/model as it is not advisable to repair unless for an emergency if the same type is not available, could be adjusted with a local one.
Please ceck with the help of multimeter for any shorts/ in the circuit. Hope this helps you Good day.

Breville smart oven no heat or convection fan. LCD and controls working and can hear the oven clicking on.

The fan probably operated on the heat... I would tackle the THERMOSTATS, heat elements (at least 2) and/or fuse first.

My favorite supplier, appliancepartspros, struck out on Breville
(never-mind) I'll add a couple of credible ones at the bottom.

Sears parts is a good information source... but very pricey ($$$$) for the EXACT SAME PARTS you can get elsewhere...

If you can determine from your OWNERS papers which part you want to try first... get the operating parameters... and and check with a volt meter (ohms scale... power OFF)... for continuity on the FUSE, heaters & thermostat.

There is a possibility your control board (PCB) is at fault... it seems to be getting scarce... Turn it over and look for a burned/broken solder joint.

In any case... get three prices...

In the event that PCB is the issue I do recommend LOOKING TO SEARS because of their parts support and warranty...

Good luck (finding the FUSE).

Black & Decker Toaster Oven - elements cycle on and off, which makes for a SLOW cook.

Oven has three modes: 1) oven mode cycles elements on and off to maintain a specific temp setting for up to 60 min. 2) toast should keep all elements on for a few min. 3) broil mode top elements only always on, up to 60 min. Make sure you have dials in correct position and use the toast timer.

Look up your nearest small appliance shop and order a new thermostat. When thermostats go, they get stuck on high, with no temp control.

Oven has No Temperature Control

Yes they are servicable and you can do it yourself easily if you're handy. Go to smallappliance.com for parts, or just search "small appliance parts" and you will find a few places that have B&D parts. I'm pretty sure the thermostat switch is available for your oven. You will need the model # from the oven.

Model 460/5 can not control the heat

I would have to say that your issue is thermostat related.  The thermostat only send a signal when temperature is reached, not what the current temperature is.  So if it is malfuntioning, the desired temperature will never be reached.  Therefore, not sending a signal to cut the heat, even though it is 350.
