I bought the ati hd4650. Looks good on most things. But when I play wow some of the writing is messed up. its like the red is TO red. Any help would be great!

You can adjust the image properties in ATI Catalyst  - play with it until you find a setting that you like. You can always go back to the default later.

Whats your FPS in wow? (Can be seen by hovering your mouse over the Game Menu sign (the questionmark)).

Is it only low in cities with a lot of players or is it just low overall?

Nonetheless lowering the graphics will obviously help.

Just press Escape to enter the Game Menu, and then press System, and go to the Graphics tab.
You could lower the overall graphics by taking the slider down, but I believe the most important things you should do would be:

Multisampling: 1
Shadows: Low
View Distance: Fair or Low

I would also lower Texture Filtering and Texture resolution.

The thing is I am not entirely sure how the things will change when you use the slider, but I would definitely recommend just trying to slide all the way down at first. If the settings I mentioned above are higher than I posted, I would put them down as well.

Especially Shadows can be a real FPS killer.
The View Distance has no real affect and is just for the looks.

Your PC should be able to run WoW fairly well if you adjust the settings. If you wish to increase the performance without lowering the settings I'd recommend buying some more RAM though.

Anyway, tl:dr:

Press Escape to enter the menu, click System -> Graphics -> turn the slider all the way down to Low. Make sure the shadow settings is in fact on low as well. All the settings under the Effects tab can all clear up some fps if lowered/disabled.

It is possible that your VGA is malfunctioning. But you will notice it when the screen resolution is set to a specific resolution and color depth.
Games play at it's own resolution. Not at the resolution you set for Windows. Probably WoW is setting the screen resolution and color depth to a values at which the VGA fail.
Did you try changing the screen resolution in WoW options? If not try it. Also try changing color depth.
Also, download GPUZ and check your VGA.

Does IBM/ATI Fire GL4 competable with WIN7

Probably not. That is a pretty old card and even with it being on an AGP board you would get better performance out of a newer AGP card. A Radeon HD4650 will blow this out of the water and for only $80

Ati radeon HD4650 AGP on INTEL-865G

This card uses Direct X 10 for Vista, Xp can only use Direct X 9.

Gateway DX4831 with Video Card

You can try a different card in the slot. This will rule out if the card is defective. If the same thing happens with another card then you know the board or perhaps another thing is causing the issue.

ATi radeon HD4650 issue

Hi there,

First enable you onboard video the connect your monitor to it. Insert you ATi video card in the mother board. Boot up. Install the ATi driver. Shutdown. Trasfer the monito to ATi video card. Then enjoy with you new vedeo card!
