I have a brand new Honeywell AC and it is not working at all. All the settings are set the same as all ways. 72 and the fan is set on auto but it is not doing any thing. It has completlie quite. Fan is not blowing.

so with system setting cool/ fan setting auto, the condenser runs but the indoor blower does Not? but when system setting cool /fan setting on, the condenser runs and the blower runs?
if you set the thermostat on 70 and your house won't get ant cooler than 72, there is a problem with your system,not your stat. I'm thinking you are low on refrigerant if it is somewhat working. when the unit is running, if you can get your hand on the larger refrigerant line under the black insulation, it should be cold, about 55 degrees.
make sure the system switch is in the cool position, then press run program button and allow a couple of minutes for system to cycle on, if it doesn't come on press the button for lowering the set point, set it to 72 degrees and then press the hold temperature key.
make sure the temper differ in cool mode are set 40-90 this is also a programable feature of this t-stat , by the way it also has offsets in the heat mode you might want to check this as well and make sure they are set check all wire connections for tightness and placement, also check to see if the t-stat is set to change from heat to cool auto mode or manual set to manual
