In this instance I will hazard a guess that you are describing the RAM slots and the amount of RAM you have installed. If this is the case, then the "missing" RAM is most probably being utillised by the onboard graphics card. Search the BIOS, it will tell you how much RAM is reserved for graphics.
If this is not the case, then one or both of the RAM sticks could be faulty, which is not an uncommon problem. Further, if they are sticks of RAM from different manufacturers, sometimes they will not "work" together.
Only thing I can see that you could try is to, take out the RAM with the machine shutdown, check for dirt, dust, etc in the RAM slots and the sticks, reseat it and boot up again. If this doesn't give you the full half a gig of RAM then most probably it is the reserved portion for graphics.

I am going to assume that you are talking about RAM.
In which case you will never be shown the exact amount of RAM that you have installed. A certain amount of your RAM gets used as base memory, and therefore is not considered to be available ram.
In your BIOS there should be an option that says something like:
64mb memory OS2. You should enable this option if you are using a 2K operating system.
This option will most likely be under integrated peripherals.
