It sounds like you have a model that uses the K-Deck, you might need to confirm this, by putting the model number on Google and the words "K-Deck". However if it is a K-Deck F03 means that it locks up when unloading. This can be put down to the loading motor, or the drive system, perhaps even the mode switch, also the timing of the mechanism.
I suspect you will need the service manual, as setting up a new mode switch is tricky. The good news is that you can get the K-Deck manual online free, all you need do is do a websearch for "Panasonic K-Deck manual". It will even explain how to the tape out of the mechaism.
One tip you can try however is spraying the mode switch with Servisol Video 40, if you think it's the culprit, it could have just got some dirt in it, not saying it could be that though, but worth trying before replacing one. (Curry's Partmaster if you need to replace the mode).

go to panasonic.com/vcr and give them the model/serial # and ask what the F03 error code means and they can give you a solution for the problem.

You have a model that uses the K-Deck look that up using google for further information.

However F03 means locks when unloading. There are several causes of this: The Load motor or drive, timing, or the mode switch.

Do you mean F03? that error is known in Panasonic video products. It usually applies to the VCR, which means a mechanical fault; such as loading motor and/or mode switch. The switch itself would be on the main board under the VHS deck, and can be cleaned with special electronic spray cleaner, and electronic lubricant (after the cleaner), but for more reliable results, the mode switch may require replacement, which should be done by a workshop. If this is the only issue you have with your combo unit, it shouldn't cost too much to correct this problem. Either try cleaning the switch yourself (being careful when opening unit), or submit to workshop for quote and professional repair.

I have never heard of F30 as a video/DVD error code before. That error applies to some Panasonic air-conditioners and is a system error.

I saw this same issue. I would unplug and plug in the DVD and it would still show error code F03.

It turns out that one of my kids had shoved a couple of small objects inside the VHS opening and it was blocking the operation. I removed the objects and it works fine.

This error code is not listed in the manual that came with the DVD player.

Error F03


F03 is a loading mechanism error. look for something obstructing the loading arms in the mechanism - a label from a tape, a piece from a broken cassette, etc.

What worked for us when we saw F03? Taking the toothbrush out of the VCR! I kept resetting the unit and nothing worked. Finally, I decided to see what would happen if I stuck a tape in. It wouldn't go in because of the toothbrush! I took it out, reset the unit again and it was fixed.

Maybe the error is not F03, but FO3 meaning there is a FOREIGN OBJECT stuck in the VCR.
