No scrolling wheels dont wear out as they use sensors but yes they can become blocked by dirt and as such debree if you know how to clean all 4 sensors in the mouse or simply replace with a new one..

Scrolling keeps freezing

If this does it with fresh batteries and optical light is clean, also test on a solid colored surface before trying another mouse to see if it is the mouse or system board. Did this start with new download of another web browser? Software install/update? If mouse is older, need to remove ball and clean 3 wheels.

When turning tue wheel on the mouse, the screen continues moving

Adjust your mouse wheel settings, to scroll less lines at a time. That should take care of it.

I hope that helps,

My mouse is wheel is not functioning right

You need to determine if it a software or hardware issue. Check the mouse settings in control panel under the wheel tab (mine is set to 3 lines at a time). Do you have access to another wheel mouse to try? A new mouse is not expensive. If the scrolling works on another mouse the the wheel is defective.
