The wash or rinse cycle won't start until it's filled with water to the selected level. It should run the spin cycle with out any water in it. Try the spin and if it don't work the problem is the timer/on/off switch. It it does spin it's probably a water problem.
The water inlet valve is on the back area where the water hose connects to the washer. It may not be working. You should be able to hear it buzz when it's turned on. Try it with all different temp selections on the washer.
Your pressure switch stops the water and allows it to start the next cycle. If it's stuck on it won't allow the water to start. It's a switch either in the control panel or at the top of the tub with a small tube connected to it which goes down between the inner and outer tub. As the water level increases the air in the tube is compressed until there is enough pressure to make the switch stopping the water from filling. This tube can get clogged and the switch won't work. Remove the tube and clean it out. Blowing on the tube when it's still connected to the switch will make the switch if it's working and clear.

Thanks for using FixYa. To start with check the door switch and then check the water inlet valve. If they seem to be fine then it means that the Lid Switch is defective as when this happens then washer can't spin and may not function at all. The switch is inside the washing machine main housing near the door frame. Often you have to raise or open the top or front of the washer to get to the switch. If it's defective, you need to replace it. Please do accept the solution if the issue is resolved or post a comment for further assistance.
