Yes, they can be replaced. You will need your shaver model number to select the proper type. You will find all types at shaveroutlet.com

The old cutters simply pull straight up and will unsnap from the shaver. Replace by snapping the new blades onto the stems

Scratching and slight pain

Possible issues: 1. Shaver not charged 2. Shaver not powerful enough 3. Shaver's blades dulled
Try using electric shaving gels/ointments like Lectric Shave or something like that.

I've purchased new blades for my Arctic. they did fine until they got clogged. what can i do to clean my blades? this IS a problem. if i can't find a solution i can't purchase norelco again. please...

It's a hack, but you can use needle nose plyers to let you pry open those razor blade heads to clean the blades inside the heads. My Arcitec shaver stopped working after being clogged, rather than pay $50 for new blades, I just opened it up, took out the blades and cleaned it with an old toothbrush and soap.

It will not cut the whiskers, just pulls them out

this is either a dull blade or if wireless needs a new battery, or charge is low. if this is a wired or corded model then you need to replace the blades. this is assuming that the corded moter motor works fine. if you take off the blade can you hear the motor spin fine? take the clippers in with you if it is a clipper model and try a new blade at a beauty supply store if they work then your fine. Last thing is oil and you need to make sure that your blades are lubricated each time you are using them and sometimes while you are using them.
If this is about a shaver like a norelco then its either blades or battery. if battery sounds powerful then it is blades.

I own a Homedics ProClipper PC-400 (18 piece kit) and would like to purchase new blades for it since mine are very dull. So, where I can I get new blades and the cost of them.

Careful, blades may not be dull, most of the time it is the blade alignment that needs correcting even on used blades, been cutting and repairing clippers for over twenty years.  Repairmen dont like to tell you this.
