Try a new driver for that card. That gpu has problems with sims 2 games. More ram could be needed, a better cpu and that graphics card isnt great for playing newer games a Nvidia geforce 9600gt is much better.
It seems your OS has been currepted and you need to re-install.
Before re-install try the followings:
1. Boot your system in Command Prompt Only
2. Run SCANREG
3. It will list that when your system was booted successfully
4. Select any one of them and make re-boot.
5. It will be fixed
