I leave in Bermuda and it is very expensive to get thing fixed here as everything has to be exported. I came across this TV that the local TV place was disposing off. I am sure the owner did not want to pay for the labor and parts to fix it. I am a technician and have fixed lcd projectors and some monitors. email is email@example.com
It may be a synch issue. Make sure your component input is set for the proper type of output. Your XBOX 360 is likely set to 1080i, but your DVD and PS2 are only 480i (or maybe 480p for the DVD if progressive scan). Sometimes component inputs are 'self adjusting' to the signal, but others require manual setting.

troubleshooting PCB's of certain electronic units require advanced technical skills. no service manual of any source would provide specific solutions. the best you can get are schematic diagrams. if your field of expertise is not related to electronics, i suggest you let the technicians handle the problem for you. every shop have their repair cost qoutations. just be sure to ask for warranty of their repair. goodluck!

Contact http://www.ptscorp.com/television.html. They have a selection of replacement boards or will repair it Fees are usually $50 to $125 and I have had great success with them.
Another would be to try www.shopjimmy.com and lastly do a Google search, if you know the exact part number, to find other sources for the board.

To eliminate power in as a problem get a small battery backup type UPS. This will eliminate power surge spikes, brown outs and for short time periods blackouts. Yes - these TV's are suseptible to power problems.

SOURCE: I have a toshiba 32hl66
That is what is supposed to happen as it is ramping up to turn on. Your other choice is to set it to always be on even when off - for IMMEDIATE 'on-age'. This of course is horribly wasteful of energy, money, etc.

I followed the steps at the following link and it worked for me. I have a 2007 Toshiba Regza 42HL67, but the firmware applies to many models as documented in the readme file at the location found via the link below. I used a 1gb SD card formatted FAT16, copied the unzipped files and folder to the card (wasn't sure if it required the top level folder or only the files under the top level folder so I copied both to the root of the SD card), unplugged the TV, inserted the card, plugged in the TV, waited 2.5 minutes, unplugged the TV, removed the card, plugged in the TV, yellow light flashed 3 times and went out. I turned on the TV and it has worked normally since last night.
