There are two possible issues here, if you are lucky it is a driver issue. Goto Control Panel, Device Manager and uninstall the webcam, do not restart your laptop. then goto the Toshiba drivers homepage (link can be found on my website) and download the latest webcam driver. Install it then restart your laptop.
If the above does not fix it then you have a faulty webcam or webcam cable, this is very common with certain Toshiba laptops. I repaired hundreds of them when I worked for Toshiba.

Webcamera is disabled or has failed.
You will have to get the software for W7 for the web camera, assuming it is available. Find the website of the web camera manufacturers andsee if they have an updated driver. It'll be under 'Support' on the website.

HAVE YOU SET CAM UP WITH SKYPE
IF THIS DOES'NT HELP UNINSTALL SKYPE THEN REINSTALL AND FOLLOW INSTRUCTIONS FOR SETUP-----

Go to TOOLS, then OPTIONS, and click on
Audio Settings
and set the Microphone and Speakers
to the computer Audio Card.
Then click on the Video Settings.
The camera if installed properly
will come up and show a picture.
Then on the bottom of the page click on Save.
DON'T FORGET TO RATE AND LET ME KNOW IF YOU STILL HAVE PROBLEM

Drivers for intex webcamera IT 305WC i am having the cd but it is not working pls help
I went to Intex Customer Care and found the drivers for their Web Cams but they are listing them by model names such as the "Batman", etc. instead of the model number. To get the drivers for YOUR model simply:
  1. Click the link below to take you to the Intex driver download page and scroll to the "PC WEB CAM" link
  2. Click it. A drop-down box will open up and display the short list of models they produce.
  3. Click on your model and simply download the free drivers for your Web Cam and install,
