1. To change the Speaker volume: with the phone on hook, or during a conversation, press the sp-phone button (rightmost of the 3 rectangular buttons at the bottom of the phone) , and the up arrow on the round button to the right of the sp-phone button.

2. To change the handset volume, press the up arrow on the round button described above.

For instructions with diagram, download the user manual from
this page of the Panasonic support site
and see page 9 of the manual.

The handset lights up and the incoming number is shown but you dont hear it ringing

Many times there is a volume switch on the actual handset itself. Most commonly on the left side of vtech devices. there are three different volume levels. By pressing up on the button you should be able to turn the volume up until it has an audible tone confirming volume change. Handset should ring with incoming call when audible tone is heard by pressing up on volume button.

Is it possible to turn up the volume on incoming calls

Your Panasonic dealer can access the special programming to increase the volume to all extensions. That would mean ALL lines to ALL extensions. You might want to keep a log of incoming calls to see if it really is all lines before you take that solution. It may be just a single bad line.
