Here is a copy of the users manual for these automatic pool cleaners. Check out the diagrams in the section on wheel deflectors. There is a groove that you are going to have to work the deflector over to remove it.

If the ring has snapped with a clean break, the two ends can be melted and fused back together. Light one end with a match. Let it melt and burn, then jam the two ends together, hold tight, and blow out the flame. The repair isn't pretty, but will work fine.

It comes off, just not easily. You want to pull up with more pressure being put on one side so you allow the "teeth" holding it on there to start to come lose. Then it will come off. If you can't do it a pool professional should be able to do it for you.
