In the case of a Virus infection I would most likely disconnect the Hard drive from the machine, scan it on another machine ( using AVG7 + AVGAS = AVG Antivirus and AVG Anti Spyware Scan) remembering to turn off system restore while scanning on the drive and scanning in safe mode.
If you have successfully found and removed the virus infection, remember to delete your system volume information and recycler folder on the drive. virus files tend to infect these folders.
Before you plug in your HDD into your machine again, you might want to do a backup of your data, then either do a Windows repair or a Windows Fresh installation (Formating the entire HDD); The repair will attampt to fix the issues that the virus has caused and the fresh install you'll be sure that everything WILL work after installation OR use the Windows repair option AND a registry repair tool to repair registry items.
Another option would be to create a new user name. The settings in that new accound should be working fine and you should be able to access the start menu and your folders again.
