Your speed sensor is not working properly this part is located under the motor shroud and on top of drive motor it is attached to a bracket with 2 bolts. Unplug the unit and remove motor shroud see if you can adjust it first by loosen the 2 nuts and moving the sensor forward without making contact to the flywheel, then tightened the nuts up. Plug the unit into the outlet, start the unit, if you still have the overspeed then replacement of the sensor is needed. Call Landice Directly they will ask for model and serial number and they will the new sensor.
Their might be communication problem between the upper and lower boards or the upper electronics is defective and not reading the signal pulse correctly thus causing the speed fluctuation, saying that in my experience with these units 8 out 10 times the speed sensor is the villain. Call Landice @ 1-800-526-3423 they may have a factory update that I am not aware of and most time have good insight to the problems.

When I run a diagnostic by pushing start and menu, the speed sensor correctly reads the overspeed; That is, the LCD reads .5 but the diagnostic reads over 3mph. Is there something else, perhaps the belts, that can be adjusted?
