Replaced flat belt and v belt but roller wont spin,I was told the cable for the self propel might be broken but I checked and the propel works.the v belt seems loose but it is new .I am 100% sure the replacement is the same belt that was on the vacuum when it was purchased brand new.this is a selfpropel model # 6439-900

Might be that the the idler wheel is stuck and not engaging the V belt. If you look down just past the V belt you will see a black roller, it needs to be against the belt. It is either stuck or the asm. is broken.

when you released the end to slide the new belt on it allows the tension roller to slide into the wrong position. Remove the top so that you can see the roller, at the left side of the roller mechanism there is a screw, loosen it enough to allow the roller to return to the correct position.
When you had the brush roll off, did the ends turn freely? If not then the brush won't turn and the belt will just slip. You would have to replace the brush roll if either of the ends are frozen. Other then that you would have to remove the top cover to see if there any broken parts, there is a spring loaded asm, it has a black wheel that will push the V belt when it is in the carpet setting and the handle is in the down position, it could be jammed so the roller is stuck.
Most likely the flat belt has stretched enough so as to not turn the pulley that in turn turns the brush roll using a V belt. Also there is a small idler wheel, if hook up, then it won't engage the V belt.
There is a idler wheel that will drive the V belt, sometimes they jam and you just have to reach in, push and make sure if comes in contact with the belt. Alot of times tho it is the other flat belt, 38528035 that will stretch and can cause you to have problems with the brush roll not turning.
You didn;'t say what the problem is, but I assume that the brush roll is not turning. Take of the cover over the brush roll, then you can get to the brush roll and the belt. The belt probably came off or broke. Best to replace the belt.
Does the brush roll turn when it it is on the carpet? The flat belts should be changed often, they stretch and won't turn the brush roll. When you pull back on the handle, does it feel loose or does it feel like you are pulling a cable. It you tilt the handle back, then look down on the right, there is a cable, does it look ok and attached to a nlack plastic part, if not then the actuator is broken. Do the 2 knobs on the nozzle slide back and forth, if not, then the slide may be broken. You may have to take off the top cover and inspect it.
