USB Voltage is always 5V. That is standard. As far as your charger for your V3, different motorola chargers have different ampere or mA, but I wouldn't worry about it, you cannot overpower the Touch, it just may charge slower if the charger for the V3 is a weak one.
Other than that though, if it fits USB, you should definitely be fine.
The easiest solution for you is to get a mini usb cable,,it has a standard usb plug to go to computer on one end,and a mini usb plug on the phone end,,,same as the plug on your phone charger,,then you can transfer files easy.
that happens mostly with third party chargers..you may want to explore the option of charging your phone using the PC and a USB cable...you may be required to download a software or driver for it ..along with eh motorola phone tool
