All you need to do is shut down your device, remove the battery if possible and use something small, such as a toothpick, to 'lever up' the little tab inside the USB port on your smartphone or tablet. Do so very carefully and gently, then reinsert your battery and plug it in again.

There is probably a short from the phone charging port to the actual charger. That is the reason why it is turning on and off because it is connected then disconnect quickly. Try and fiddle around with it until it stays on and then don't touch it and it should stay. Or I would recommend going to the retailer whether it be At&t Sprint etc. And either try to get a refund or get a new one. They are fairly cheap 10 to 15 dollars.
I had the same problem. It was a solder connection in the charger socket. I tried to fix it but made it worse. I ended up having to switch the battery with a charged one from another GameBoy. That's how I was able to keep using it.
you can normally buy a portable charger , it sounds like the pins in the charger have gone ,so it may be a case of buying a new charger these can be picked up on the net quite cheaply
or you could try getting a needle and bending the pins back into the shape they are meant to be , to get an idea look at your other charger
This seems to be a common problem for the env2. If you hold your charger a certain way in the phone does it charger? Is the charger port broken or damaged?
If so the easiest workaround is to get an external battery charger and extra battery to charge the phone.
